docs(agents): issue tracker label state is current (#7) #25

Part of #7.

Corrects the one stale statement left in #7's further notes: docs/agents/issue-tracker.md claimed "no labels defined yet", but ready-for-agent (id 1) exists and is in use. Now recorded with what it means.

Repo-only document (docs/agents/ is excluded from the publish manifest), so no manifest change — confirmed the coverage check still passes with the entry unchanged.

This was the last in-scope item of #7. The other remaining threads are deliberately elsewhere: the wiki sync and the README's wiki link are #2, and provisioning branch protection from the role is the follow-up #11 named but which was left unfiled by choice.
